"What is wrong about this is that he is using health and safety as an issue to get him some more time." Murphy said he acknowledged that Williams was overworked, but that it was no excuse to request that developers have to stop all of their work as well. Devel- opers, he said, hold a vested interest in parcel maps and rely on them for their business. On Williams' written resolution, he stated that there was an insufficient water supply available in the valley. Murphy noted that in the PRPC's master plan, it stated that overdrawing of water rights did not necessarily "mean that the water was not available. Williams also said water contamination due to unrestricted sewage systems and flooding was also a concern. Murphy said there were no recorded cases of contamination and called the event "unlikely," Murphy responded to Williams' concerns that the PRPC was violating a state statute on seriating parcel maps (separating parcels into a consecutive series). He stated that under the section on parceling, NRS.462 stated that parcel seriation was allowed. Murphy had been one of the appli- cants seriating his maps and had spoken out several times at planning commission meetings that this was allowable according to the law. Williams had made his reservations clear that he thought a law was being broken. "I've been made to feel that what I was doing was illegal," Murphy said. "It is not and I'm tired of defending myself." , Murphy suggested that if Williams wanted a mora- torium in place, that he should do it after the ILP expires, allowing developers more warning. Contrac- tor and developer John Bartlett agreed. "Maybe the 18 month period wasn't enough time," he sai d . "However, that is what the (county commis- sioners) decided and that is what you should stick to.'" Town Board Member Steve Rainbolt suggested another alternative. He felt that instead of applying a moratorium, an extension should be granted to the ILP, allowing both Williams and the developers more time to tackle concerns. He also said that raising the application fees could generate more money needed to hire extra help for Williams and his staff. Continued on naxt page i III ill
