With allegations of preferential treatment and impossible requirements as well as unintended con- sequences, the PRPC is addressing the definitions and descriptions that govern accessory buildings, casitas and RV parks. Perhaps one of the biggest issues with RV parks is that nine total facilities have been granted ap- proval but to date have never broken ground. According to Nye Coun- ty Planning Director Darrell Lacy, there are 900 RV lots approved in the Pahrump Valley. Another issue has been accessory buildings with accusations that some buildings that are listed as an accessory are in fact larger than the main house and often act as a resi- dence. In an effort to improve the process, the PRPC has been addressing issues with definitions, something that is tightening some restrictions. On Wednesday, June 10 the PRPC approved a recommendation to adopt an ordinance defining greenhouses and agri- cultural uses. In a unanimous decision, the board approved recommending an ordinance to govern greenhouses. If located in an area designated as ru- ral or rural residential in that property owners can keep livestock, the addition of a greenhouse would be exempt from development standards. However, if built anywhere else, such as a commercial area, the greenhouse would have to comply with devel- opment standards, including access, paving and landscaping. When discussing the RV park ordinance, com- missioners seemed divided over what would be asked of an applicant, noting that one of the items was a marketing analysis. The discussion turned into a back-and-forth over why an RV park would be required to provide a marketing analysis when the application already asked for detailed informa- tion. According to a committee created to address the RV park ordinance specifically, the reason was the number of RV parks which had already been approved but had never become a reality. "l'm going back to my other comment about a casita may be a park model." "Maybe a more important point is if we are re- quiring this market analysis for an RV park, should someone who opens a restaurant be required to do a market analysis or an engine store?" PRPC Member Robert Adams questioned when asked for, comments. "We just can't pick on one group like this." He explaine d that a professional company intending to open an RV park would already have done their homework on utility service and avail- ability. Fellow board member Vincent Clark stated that he had been on the board since August with ' multiple applications coming in but admitted that he had only seen one professional submission. That application had been for four casitas for Wine Ridge. The issue of the casi- tas brought on addition- al discussion with Nye County Planner Steve Osborne explaining that since a previous meeting where the definition of casita was introduced a lot of review had taken place. He stated that a casita would now be defined in Nye County as not to ex- ceed 600 square feet and c.ould not be rented out. He stated that it met the definition of guest quarters and would be considered part of the overall prop- erty. The discussion took a turn with PRPC Chair ' rl John Koenig pointing that he did not agree with a park model trailer being defined as a casita. Adams pointed out that it could refer to a camper. "It is strictly a guest residence as an accessory to a primary structure," Nye County Planning Direc- tor Darrell Lacy told the commission. Koenig was not dissuaded, stating, "I'm going back to my oth- er comment about a casita may be a park model." PRPC Member Robert King interjected that a park model could not be 600 square feet. The ordinance looked ready for a vote to recom- mend approval to the board of Nye County Com- missioners but instead will be brought back at the i next meeting on July 15. A question of whether the term "casita" would replace "guest residence" in: the Nye County Code derailed a vote of the board. Lacy explained that the definition of a guest resi- dence was also being reviewed and could be ap- proved at the same time.
