The proposed legislation is sponsored by Representative John Ensign (R) and Senator Richard Bryan (D). "The legislation before us would make two significant improvements over the current land exchange process," said Bryan at the committee hearing (March 13). Bryan said the bill would allow local managers to take a more active role in federal land decision and it would also institute a competitive bidding procedure to ensure that the disposal of BLM land yields "fair market value." The bill would also allow 85 percent of the profits from these sales, to go towards the purchase of "environmentally sensitive lands." Another five percent would be used for education. Briefly.
