Coad bids hospital board adieu

Bob Coad read a prepared statement during the public
comment section of the Pahrump Community Hospital
Board of Trustees' meeting on Friday, December 27. He will
attend the January 3, 1997, but since it is expected to be a
lengthy meeting he decided to make his comments Friday.
He said, "It has been a great pleasure to have been given
the honor of serving with you these last three months. We
received the St. Rose gauntlet prior to my first meeting, and
since, we have had a herculean task of searching for a
replacement. I feel the decision to go with Arcon is a good one
and will be met with relief by the thinking people of the valley.
Since we designed this facility with the core services of
a hospital in mind, I am not in favor of selling it, as this would
mean starting all over again and building a complete hospital,
including ER, X-ray Lab, etc. This would also put the Hospi-
tal District Board in direct competition with Arcon, which
situation would not be healthy for either party. I strongly urge
the board to work with Arcon on their expansion plans and use
board money for the costs. IfI understood Jone (Jone Koford,
Arcon Vice-President) correctly, their goal is to bring PMC
up to the Arcon model. If the board handles the construction
costs, they will not pursue the purchase of the facility.
As I read the proposal by Arcon, you will receive a
complete financial and operational report once a month from
Arcon, which will allow you to grasp the situation very
quickly if anything is going askew.
You have a good board, and I feel your new member
(Johnny Walker) is going to be a helpful addition. IfI can be
of any help in the future, please ask, and I will come limping."
Coat was appointed to serve on the first hospital board,
but was defeated in the November 1994 election. In October,
he was once again appointed to the board this time to fill a
vacancy created by a resignation. History repeated when he
lost a bid for election to the board in November.
The meeting lasted less than an hour. There were no
minutes to approve as the secretary was ill and none were
available. There were no bills to pay for the same reason.
The stated purpose of the meeting was to discuss the
Arcon contract and discussion, action and decision on PMC' s

Plan of Action.
Board attorney Len Smith did not attend the meeting,
but his office telephoned during the meeting tosay they
had heard from Arcon's attorneys for the first time that
morning and a tentative contract should arrive at Smith's
home on Saturday.
The next scheduled meeting, January 3, 1997, is the
date set for the contract to be ready for board review. With
no contract and no attorney present discussion of the
contract was limited to items the board wants to be
included. Chairman Manldns said a tape of the meeting
could be sent to Smith so he would be aware of their
concerns.
The major item of concern to the board was Arcon's
request for an option to purchase PMC as the facility will
have to bexpanded to meet their model which includes
expanded primary patient care, expanded laboratory and
radiology services and eventually to provide outpatient
surgery and endoscopy.
Trustee Roger Burnley suggested a long term lease or
lease hold agreement might be the best solution. Board
members appeared to agree that a lease with the board
maintaining ownership of the facility and paying for any
necessary expansion would be preferable to selling PMC.
Burnley asked if the board should continue with the
proposed $160,000 purchase of the 12 plus acres adjoining
PMC. Members decided to take no action on this until after
they review the contract. They agreed to leave the pro-
posed purchase as it now stands which is waiting for
approval by the University of Nevada Reno Board of
Trustees at their January 20 meeting.
The brief meeting concluded in less than an hour.
